Game-server maintenance blocks login and disconnects players. Account-registration maintenance affects signup. One notice does not automatically explain a problem with the other service.

The game-maintenance notice now says Completed and reports that the servers are back online. It originally scheduled this four-hour outage:

The end in this table is calculated from the announced duration. The notice confirms completion, but does not give an exact restoration timestamp here. A completed notice does not establish the present health of every server; check new notices if you still cannot log in.
Separate signup maintenance
The account-registration notice schedules October 13 at 21:00 UTC, lasting 30 minutes. That is October 14 at 05:00 in China. Its named service is registration, not game-server health.
